Arakcheev Aleksey Andreevich (1769–1834), which came from a poor noble family, began the court and military career under Paul I, who in 1799 granted his graphic title and personally entered the Arakcheevsky coat of arms of the motto: “without flattering devoted”. But truly Arakcheev’s star ascended the reign of Alexander I. According to the expression a. With. Pushkin, Arakcheev and Speransky stood “in the doorway of the opposite reign of this, as a genius of evil and good”. Being a military minister since 1808, Arakcheev showed himself as a brilliant military organizer. In 1818, he was appointed head of the office of the Committee of Ministers, becoming the only trustee of Alexander I and his right hand. During this period, he took upon himself the execution of the unpopular projects of the sovereign, including the organization of the infamous military settlements, about which Alexander, according to legend, said: “They will, at all costs, at least had to lay the road from St. Petersburg by the corpses of St. Petersburg to Miracle “”. As a devoted servant, Arakcheev showed zeal in this matter, using different forms of coercion, which has gained fame to him. In 1818, he presented a project for the liberation of peasants from serfdom dependence. According to the historian in. O. Klyuchevsky, of all the projects of the liquidation of serfdom compiled by the command of Alexander I, the Arakcheev project was the most humane in relation to the peasants.
