Sivers Yakov Efimovich (Yakov John; 1731–1808) – Count, in his youth was in the diplomatic service at the embassy in Copenhagen and London. Member of the Seven Years War. Governor-General Novgorod, Tver and Pskovsky (1776–1781). 1789–1791 – Ambassador to Poland. Under Paul I – senator, head of educational houses, from 1797 – head of “water communications”. In 1798 he was erected in professorship.

It is depicted in the Maltese uniform with black lapels, gold buttons with a Maltese cross and golden eplends. Order: St. Andrei the First -Called (a slightly ribbon with a cross at the end and a star on his chest; 1793), St. Vladimir of the 1st degree (a piercing ribbon and a star on the chest; 1793), St. Anna of the 1st degree (cross on the neck at senior orders; 1767), St. John of Jerusalem Big Cross (on the cervical tape and sewing a star on the chest; 1798), St. Lazarus (French octagonal cross of the Maltese form on the cervical tape and star on the chest).
